Perhaps some necessary ports or App Store servers are blocked from access via your router settings. In many schools and institutions, the App Store is blocked to prevent bandwidth hogs from stealing all the download bandwidth with large app downloads. In this case, you would need to give them a call to find out. This of course means slow or non-existent App Store downloads.

On a Mac, it could be any combination of the three, but on an iOS device, all you really need to check for is an active VPN connection. Its getting very frustrating. If those do not work, restore as new. As long as your contacts are synced either with an exchange service or a supported app on your computer, there is no reason you will not be able to sync them back after a restore.
